| In 2003, the Community Safety Institute (CSI) was tasked by the Fulton County Board of Commissioners to assist in conducting and completing a study of the budgetary implications of the managerial and financial operations of the Fulton County Sheriff’s Office. |

| The purpose of
the study was to review the overall operations of the office,
analyzing its Mission Statement; evaluating the organizational
structure of the office; evaluating all jail staffing, operations,
administration and programs; review criteria for staffing by function
and workload; assessing the costs of services; identifying policies
and procedures affecting staffing levels; reviewing prior studies of
jail operations; reviewing recent accreditation and assessment
reports; evaluation of court staffing and allocations, including the
appropriateness of security levels at various courts, and staffing of
transportation function; assessing the classification of jail
personnel assigned to various jail functions; the review of workload
and personnel allocations for the Warrant/Service Division. The project focused on all areas of court security, jail, and civil process. Personnel included specialists in law enforcement management, court management, security, jail administration, research, graphics and presentation, academicians and other consultant personnel. |
