About CSI

John Matthews, Executive Director of Community Safety Institute, is an Assistant Chief Constable for Dallas County (Pct. #7) and a former small-town Chief of Police. He served as a highly-decorated member of the Dallas Police Department, where he was architect of the department’s community policing initiative. He was awarded bachelor’s and master’s degrees in Administrative Management, and an Advanced Law Enforcement Certificate.

John is recognized for his work in strategic planning and community and school safety. He has served as a facilitator and instructor for the International Association of Chiefs of Police, the Police Foundation, the National Sheriffs’ Association, the National League of Cities, and the National Trust for Historic Preservation Main Street program. He has been honored as keynote speaker at education and law enforcement conferences around the country. He is a regular contributor to Sheriff Magazine.

Leading Trainers, Consultants, and Experts

CSI’s cadre of professional instructors and facilitators lead workshops, conferences, and training meetings. Selected from their specialized fields of expertise and trained for CSI assignments, our facilitators and instructors provide a unique combination of education and practical experiences that will assist participants in obtaining the most from their training.

Each member of the CSI team has at least a bachelor’s degree. At least 90% of our consultants have a master’s degree, and more than half hold doctorates. The majority of our consultants hold professional certification in their areas of expertise in fields including law enforcement, criminal justice, mental health, and education.

Our consultants average 20 years of experience in their professional fields. Many have authored works in professional journals, magazines and newspapers, and some have authored, co-authored or edited books and journals as well. Several of our consultants have garnered local, state, national and international awards, recognition or acclaim for their work. They bring that background and experience to share with CSI’s clients.
